Program Evaluation
Following the framework on comprehensive evaluations offered by Rossi, Freeman, and Lipsy, and the work of J-Pal (Poverty Lab) at M.I.T., program evaluations include six steps:
Needs assessment, program theory assessment (theory of change), and process evaluation:
“What need is being addressed and how?”
Impact evaluation:
“To what degree is the work successful?”
Cost-benefit, cost-effectiveness, and cost-comparison analysis, and goals, outcomes, and measurements:
“How does the work compare to alternative approaches?”
